The Chicago Tribune obirtuary you link to is a usable source. The minutes of a board are a primary source, and so generally not useable. Wikipedia is generally supposed to be built on secondary sources, which we interpret to include most newspaper articles, but minutes of a meeting are a primary source and use of those is discouraged.
