Decision
The Ombudsman Commission has reviewed your case, and decided that there was no breach of the Privacy Policy. The Ombudsman Commission has a limited role, and does not attempt to enforce local checkuser policies. COI concerns
Nocturnalnow, you previously commented on Jimbo Wales' talk page regarding Heilman. You wrote "I'm not knowledgeable enough to have a valid opinion on this, but it feels like its a move either in the wrong direction or with the wrong partner."
Nocturnalnow, you went to Jimbo Wales's talk page and asked him "Jimbo, in the context of editing the Knowledge Engine (Wikimedia Discovery project), is this description of KE that I created reasonably accurate? Its an attempt to provide a state of the art non-commercialized way to search for publicly available information."
Nocturnalnow, it appears you have an internal conflict with the topic, especially when you stated "So, I have to think the article as is is in good shape in terms of clarity but we do need to trim back or maybe even eliminate the "criticism" section as being "insider" info which does not belong in an encyclopedia.".
You wrote on Jimbo Wales' talk page "The bottom line is that the organization as a whole, in this case the community at large, elects or appoints trustees that they trust to manage the organization, imo."
You also started a thread on Jimbo Wales' talk page titled "Doc James gives us a reality check"

QuackGuru, no, I have thought about things from various angles and shared my thoughts with the community, re:edit 705618069, I struck that within a few minutes so when you bring that up in the future, please note the strike-out. I definitely do not have a COI and any thoughtful and complete review of my edits will show that, I am 100% sure. Violation of consensus?
According to WP:CON, there must be a valid reason to delete the text. Ignoring talk page discussions and continuing to delete pertinent could be described as WP:STONEWALLing, and the editor could be guilty of disruptive editing. See WP:TALKDONTREVERT. In determining consensus, consider the quality of the arguments, the history of how they came about, the objections of those who disagree, and existing policies and guidelines. The quality of an argument is more important than whether it represents a minority or a majority view. The arguments "I just don't like it" and "I just like it" usually carry no weight whatsoever.
Limit article talk page discussions to discussion of sources, article focus, and policy. If an edit is challenged, or is likely to be challenged, editors should use talk pages to explain why an addition, change, or removal improves the article, and hence the encyclopedia. Consensus can be assumed if no editors object to a change. Editors who ignore talk page discussions yet continue to edit in or revert disputed material, or who stonewall discussions, may be guilty of disruptive editing and incur sanctions.
When James Heilman has spoken publicly about why he was removed from the board it is not possibly an issue of privacy. See Wikipedia:Wikipedia Signpost/2016-01-13/Op-ed. See Wikipedia:Wikipedia_Signpost/2016-02-03/In_focus. Claiming it is possible BLP violation is dubious. See Talk:Knowledge_Engine_(Wikimedia_Foundation)#Heilman_statement. Your arguments on the talk page do not give a valid reason for removing it. Therefore, there is no consensus for excluding it. QuackGuru (talk) 22:54, 23 February 2016 (UTC)

It was your assertion that is was a privacy matter, but I presented evidence to the contrary. Helping Canadian First Nations
@Jimbo:, I initiated contact with our Prime Minister's office today after seeing this most recent awful example of epidemic despondency among our First Nations youth. I am thinking that if they could become engaged as Wikipedia editors that could give their lives more meaning and fun. They might also want to expand the encyclopedia's content concerning the 634 tribes/bands. I am sure lots of the youth in more isolated bands/locations do not have personal internet access and I am going to suggest that some of the enormous amount of money our new Liberal government just budgeted for First Nations be used to provide I-phones to each of the youth and establish high speed access in all locations. Even if they just use them for games, Facebook, and communicating with people outside of Canada, it could help relieve the boredom and absence of a future that many are living with. Ideally, some will want to get engaged as active editors. I do not know how far I will get with this, but would it be ok if I suggested to someone in Justin Trudeau's office that they could contact you to discuss wiki possibilities for these youth? - Yes, that would be fine. I was just in Canada yesterday and looked into how our recognized regional language versions of Wikipedia are doing - the answer is that there are only a few small projects. I'm sure that lack of Internet access is a major reason for that. If this is an issue that you'd like to take up further, and I apologize for not knowing how involved you've been with it in the past, there are a lot of people in chapters around the world who could likely advise on what has worked (or not worked) in their areas to assist with connectivity and/or participation in smaller or more economically depressed areas.--Jimbo Wales (talk) 12:10, 13 April 2016 (UTC)

- Update: The communication between the PM's office and M.P.'s office and myself is underway concerning internet access and providing iPhones to the people in the most vulnerable demographic. I am still working on nailing down a primary contact person in the P.M.'s office. I will also be contacting our Canada, Argentina and Finland chapters regarding outreach. I am quite ignorant of the variety of phones available, but was under the impression that iAnything was the most expensive. It might also be worth noting that with a wi-fi signal, all the Internet services can be accessed on a mobile. So, now I am going to focus on outreach through our chapters to hopefully stir up interest in wiki projects within the vulnerable demographic and establish ongoing contacts within the community leadership. It's just getting worse
Unbelievably, 5 more children attempted suicide 2 days ago (must watch video), and there are only about 2,000 people in this indigenous Cree community. Ironically, cyber-bullying is identified in the video as one problem. 1 good thing, the local M.P. is on the same track as we are:

Our own article shows little editing by the members of the community, especially about the attempted suicide epidemic, which presents a great opportunity to motivate the children and other youth to get into Wikipedia editing, perhaps initially, First Nations articles editing. Obviously, I can not go slow on this now, after Friday's news, so I'll be calling M.P. Charlie Angus tomorrow (I had only contacted my own M.P. before) as well as the Attawapiskat First Nation Chief, Bruce Shisheesh as well as contacting our chapters in Canada, Argentina and Finland to, working together, design a Wikipedia Editing promotion plan for these children and youth. 2:I spoke with Felicia at M.P. Charlie Angus's office, Charlie is on site at Attawapiskat but she will make sure he calls me tomorrow.
3:No one is answering the phone at Attawapiskat First Nation but I saw their financial statements on their website and so I phoned their accounting firm and 1 of their partners should be getting back to me with contact info for the Chief. I did this before calling Angus from whom I can get that info also.
4:I have yet to phone any school teachers and may wait to hear back from the chapters before doing that.

Very Interesting
No return calls from PM's office, MP Charlie Angus's office or my own MP's office. Also no messages here from the editors at the Wikimedia chapters' articles. I plan now to contact teachers directly at Attawapiskat First Nation and set up the training with me being the trainor and the teacher being the trainee and then he/she can teach the students how to edit Wikipedia and I will encourage them to establish a Cree chapter of Wikimedia. Updates
This article has a video with a Attawapiskat girl talking about dealing with her sister's recent suicide, found dead on the banks of the Attawapiskat River. It is not easy to watch this video. The article shows that the 18 mental health workers etc. do not seem to be having enough impact as "A few nights ago, yet another teen in Attawapiskat was airlifted for treatment after cutting at her neck."
The second video in the same article shows federal government officials being on site and a student asking an interesting apparently unanswered question.
I sent an email which I hope will reach a teacher, Mandy Alves, an art teacher, who has been featured in some news articles.
The officials may have been overwhelmed by Canada wide interest in this situation because they appear to have shut down access. The high school phone number (705) 997-2232 is not being answered so I left a message asking them to call or email me back...and the high school website is [14].
I am also thinking that with all the media they are getting now they should be able to sell a lot of the students' artwork on ebay within the next few months which I will also suggest.
What an awful and shameful situation that must be fixed and soon...somehow...someway..this is not acceptable for young Canadians to be in such a desperate state of despair. I am not going to let this drop! Nocturnalnow (talk) 16:06, 25 April 2016 (UTC)
