multiple of votes counted in 2004 vs 2000, plotted against the percent voting for kerry in 2004, by precinct.
the slope indicates a significant decrease in 2004 systematically biased to democratic precincts. this could indicate a systematic vote suppression effort by restraining the number of voting machines at democratic precincts to under that determined necessary. this is supported by anecdotal evidence of long lines at democratic precincts, of about 1 in 5 people leaving the lines (which almost exactly matches the slope), video evidence of long lines by news agencies, and evidence deposited in a court case brought against then secretary of state kenneth blackwell. in the court case, kenneth claimed two things: 1. that machines were distributed based on "active voters", and 2. there were not available machines that could be distributed to these areas in a timely manner to make it so they vote rate was no longer capacity-restrained. both of these assertions were demonstrated to be plainly false. first one, in that the statement directly and systematically directly contradicts all publicly available records of "active voters" and machine distribution. secondly, in that there was a warehouse of unused and available machines located in relatively close proximity to these areas, that the secretary was aware of.
