Victoria46's contribution history indicates that the account was launched on July 14 and the first comment they made in the talkpage was this one. This is one other of their edits. Obviously an editor wouldn't be able to start with this level of knowledge of WP.
On the other hand, Verman1 is a user who is topic banned from editing Armenia-Azerbaijan related articles.

User:Verman1 created his account on Oct. 1 2010 but only began to really edit on Feb. 14, 2011, and was topic banned this year [[1]]. The reappearance of User:Verman1 coincides with one year topic ban on User:Brandmeister - [[2]]. Suspiciously, shortly after, User:Dighapet appeared on the horizon making his first ever edit [[3]]. Verman1 was topic banned for six months [[4]]. In order to hide his ban on his talk pages, User:Verman1 deleted notification on sanctions - see here [[5]], after which disregarded the ban and continued routinely editing forbidden pages on Armenia and Azerbaijan [[6]], [[7]], [[8]], etc, etc, etc.
As of late User:Verman1 has been on an edit warring spree on several pages related to AA2. Despite the six months ban, he began again arbitrarily changing accepted names and location of religious sites making similar edits to a number of other users listed above many of whom are topic banned or under other sanctions.
User: Verman1 was active on pages Amaras Monastery, Tzitzernavank Monastery, Gandzasar Monastery, making edits similar to those of the sockmaster User: Quzeyli and his socks User: Yexeqnadzor, User: QARABAG AZERBAYCANINDI, User:Hay-siken and User: Kardashians.

User: Verman1 also supported User: Quantum666 in making the same changes he did. [[13]] and [[14]].
The same situation with the topic-banned User:Dighapet who is evidently trying to evade his ban [[15]]
All these identical changes by Verman1, Dighapet, Quzeyli and Quantum666 change the ecclesiastical affiliation of the Gandzasar Monastery in Nagorno Karabakh and try to locate it in Azerbaijan. Dighapet, Quzeyli and Quantum666 are banned in one way or another, and Verman1 can be their new extra/alternative face.
Similar picture with the Amaras Monastery – [[16]] and [[17]], [[18]], [[19]], [[20]].
Amaras Monastery was also a venue of edit war by User:Interfase who made edits identical to Verman1 –[[21]], [[22]], [[23]].
Tzitzernavank Monastery yet another page with a lot of suspicious sock activity, involving Verman1, Hay-siken, Dighapet, Quzeyli’s sock Kardashians: [[24]], [[25]], [[26]], [[27]], [[28]], [[29]].

I was active in Russian wiki some time ago and know that users from Azerbaijan formed many sockpuppets and created a distribution list for [[30]] coordinated editing. However, I am new to English wiki and it took one entire day (!), as you can see from editing time of this page, to research sock activity of Verman1 and learn how to file a SPI report (I have never done that before). I went to research edits of a lot of users interacting with and reporting about Verman1's total disregard of wiki's rules and his violation of his parole/ban. I am a good researcher, that's it. But honestly due to the lack of experience it took one entire day to file this report.

Verman1 must be checked for User:Dighapet. His speak is exactly like that of User:Dighapet, now banned. User:Dighapet is not stale. He may be trying to evade his ban. Winterbliss (talk) 03:39, 19 December 2011 (UTC)
- I don't agree to the view that I am a sockpuppet of above mentioned users. To say the true, I am really astonished that my name has been mentioned in this case. I also have never encountered with user Winterbliss, being really suspicious that he maybe a sockpuppet of my counterparts in my contributed articles. It is hard for me to select which user it could be, but he seems like very experienced user like User:MarshallBagramyan. He reported me 2 times in this month, didn't get any result of this, and possibly decided to get a block on me with this way. - Additional information needed - So first, I'll point out that a bunch of these accounts are tagged as socks of Quzeyli and not Verman1. I'm going to only consider the three non-stale accounts: Verman1, Interfase, and Brandmeister. Each account has more than 400 edits and has been around for at least a year (Interfase registered in 2007). There's overlap in the pages that the three accounts have edited on, but that doesn't mean anything - a thousand people have edited for Nagorno-Karabakh.
