Is pure Original Research from a thesis, with no Notability yet. It proposes techniques that have yet to be shown in applications or as the subject of further research. - Delete. Apparently the text has been released under a GFDL compatible license, so it's not a copyright issue. Conflict of interest does not necessarily require deletion.
