No indication of notability. Written by a creator who has used sockpuppets to try to publish this article (compare this article to history of Draft:Marcelo Tibana) and has an apparent COI (uploaded a telegram that the subject personally received to the Commons as "own work"; disclosed paid editing on a sockpuppet account here). The subject's one published work was only ever published electronically (according to the article itself), and the cited sources don't seem to mention him.
