A search for sources leads to Harrow School or the surname Harrow, but little for Harrow Council. The article doesn't assert notability for the coat of arms for Harrow Council. I'm aware that geographic places, such as Harrow, are automatically deemed notable, and that subpages of notable articles are granted some leniency, so is there a convention that articles on the coat of arms of a place are notable? - No, I shouldn't think the coat of arms itself is notable. Personally, I recently considered writing an article on the considerably more notable Arms of Hertfordshire, which were granted in 1589, but I decided to leave them in history of Hertfordshire. The same idea would be optimal for this article, except that the London Borough of Harrow hasn't been around long enough to have a separate article on its history, and there doesn't seem to be a history of Harrow on the Hill.
So overall, I think the best merge target would be London Borough of Harrow, which I note already records the coat of arms but lacks the helpful detail in the article we're considering.

- I'm happy with a merge, and would have gone for it, but I wondered if there was a convention that said that coats of arms were notable. I'll leave this open another day, and if there are no disagreements, I'll close it under Wikipedia:Speedy keep 1, and merge to London Borough of Harrow.
