Just a quick note. If a user creates a userpage for a current/upcoming course for Wikipedia:Education program, that userpage does not fall under WP:NOTWEBHOST, because those accounts should become active in the near future. Editing Wikipedia is already daunting, there's no need to scare new editors with speedy deletion notices when it's not warranted. This came from commons:Commons:Deletion requests/Pages transcluded from Template:Infobox person, because it was thought to be out of project scope with no other substantial edits outside of user space on both Commons or English Wikipedia. I've withdrawn their userpage from the nomination.
I was later aware Slzeng had signed up for the course, but not aware about the two policies you've linked and also not aware the course was recent. Thanks for the information.
