"Don't Be a Puppet" program
The FBI has created a controversial tool for high school students to train them against terrorism, a game called Don't Be a Puppet.[1]
In January 2016, the FBI issued a new set of guidelines to high schools across the nation.[2] These new guidelines instruct teachers and administrators to report any unusual behavior to the FBI;[2] such as criticizing the government, using “unusual language”[2] or “private messaging apps”[2] and encryption[2] (“going dark,” in FBI speak) to playing online games outside of school [citation needed]. They say any of these activities could indicate that “someone plans to commit violence.” They also say to watch for kids who are poor, are immigrants, or who talk about travel to "suspicious" countries. [citation needed] These new guidelines are very close to an unpopular British surveillance program known as Prevent, a program monitored Muslim communities and individuals.[citation needed] The FBI's surveillance program will target high school kids, young people are according to the FBI "ideal targets for recruitment."[2] Although these vague descriptions provided by the program could apply to any individual, the program seems to target Muslims and those with Islamic backgrounds.[citation needed] The guidelines repeatedly focus on "immigrants" and "diaspora" populations as well as those with different cultural and religious beliefs and backgrounds. The purpose of the program is to prevent violent extremism in high schools.[1]
