I would think that a military officer who played an important role in the Allied effort on the World War II Italian front, and commanded a division, and served as head of the entire Army National Guard is notable enough for a standalone article.
I've begun to add additional biographical details and references. I'll add more in the near future, with the intent of addressing questions of Kerr's notability.
