A topic that meets either the general notability guideline or the criteria outlined in this or any other subject-specific notability guideline, and which is not excluded under the What Wikipedia is not policy, is presumed to merit an article.
Failure to satisfy the criteria outlined in this guideline (or any other notability guideline) is not a criterion for speedy deletion.
General
The bilateral relations of two countries that have such relations is a notable topic.
People
An ambassador is notable. However, an article on an ambassador who is excluded by the policy on biographies of living people, or by the guideline on notability of people, so far as it relates to people who fall within the scope of the said policy, or by any other exclusionary criteria, so far as it relates to such people, may not be created.
Places
An embassy is notable.
Treaties
A bilateral treaty is notable.
