The election resulted with many PSUV officials being elected as heads of municipal governments throughout Venezuela.
Elections
Delayed elections
Controversy arose surrounding on whether the election would be held or not since the National Electoral Council (CNE) had not determined a date only two months ahead of the expected date, with some believing that this is due to the belief that if elections were held, the ruling party, United Socialist Party of Venezuela (PSUV), would suffer one of its largest losses in over a decade.[3]
On 18 October 2016, head of the CNE, Tibisay Lucena, stated that regional and municipal elections would not be held until mid-2017, stating the delay was due to a so-called "economic war" and low oil prices. Alleged Government sources stated that the true reason of the delay was the hope that higher oil prices may raise the popularity of the PSUV.[4]
After President Maduro's National Constituent Assembly proposal was approved by the head of the CNE, Tibisay Lucena, she also announced that municipal elections would be held on 10 December 2017, even though the National Constituent Assembly chose its members based on the decisions of municipal governments, which held a PSUV majority since 2013.[2]
Relocation of voting centers
Prior to the election voting centers were relocated citing the security threat posed by opposition supporters. Socorro Hernandez of the National Electoral Council (CNE) said that the list of relocated voting centers will be published on the CNE's web site and that "To relocate a voting center is not an abnormality in the process, it is a power of the CNE to do it if necessary ... there is a portion that will return to their original centers, and there are others that will remain in the schools that were relocated"[5]
Public opinion
Polling in Venezuela must be regarded with a high degree of skepticism, as pollsters have significant opinion bias.[6]
