RFAs should just be closed per NOTNOW/SNOW if the candidate has very very little experience (and edit count), for example: [[Wikipedia:Requests for adminship/Neckername]]. However in Hereford's case that does clearly not apply. Also, please remember that the main point of NOTNOW is to help users who are not aware of the withdraw process. Given the candidate's experience on Wikipedia he should be allowed to decide himself whether his RfA should be withdrwan.
