Decimal-commas in numbers from Spanish sources
Thanks for working to copy-edit the complex, older articles during the January WP:GOCE drive. I have updated the article "Taxation in Colombia" to put the thousands separators as being commas, not dots, "1.090" → "1,090". I am not sure about other Spanish-language cultures, but as you probably know, Colombia is one of those that use decimal-commas rather than decimal-point format, where one-half is "0,5" and one thousand is "1.000". The hint I look for in topics about other nations is to check for trailing zeroes in 3-digit decimals, such as "1.090" or "4.100" which have those suspicious end-zeroes with 3 digits, hence: "4,100". The same occurs in Germanic or Italian topics. Also, Google Translate is set to translate decimal commas in Spanish text, so that also provides a hint:
- English: "The culture was 10,000 years old, over 2,000 years ago."
- Spanish: "La cultura fue de 10.000 años, más de 2.000 años atrás."
I understand you were in a hurry, due to the extreme complexity of all the articles, so those are some hints to watch quickly for 3-digit decimals with zeroes "x.x00". I hope we'll get most of the really complex old articles finished next time, because if all drives have articles this complicated, I worry that few editors will want to fix such articles each month. - Thanks for the correction; I was gaga by the end of the drive (which seemed rougher than others because of the large number of long articles) and couldn't tell if it was an absolute figure or some kind of index or ratio. Elections in Croatia
Hi again! I reviewed your copyedits in an attempt to address concerns stated in the hidden text. Two were relatively simple and required clarification, hope that makes sense now. Specifically, the person heading an election list but not necessarily being a candidate on that list situation is as follows: Electoral legislation provides that a party/coalition may nominate lists of 14 candidates each in parliamentary elections and those are the persons which are actually voted for. In addition to those 14 names, there is another name added to the top of the list with a specific title (Nositelj liste, which literally means bearer of the list) to distinguish him/her from the actual candidates. That person's name is intended to symbolize the political party associated with the list and it is normally the party head at the national level, regardless of him/her being actual candidate on that or any other list. For instance, in the last parliamentary elections all HDZ lists were headed by the then prime minister Kosor, but she was, of course, a candidate in one of the constituencies only and her name appeared twice at the list, once as a "nositelj" and once as candidate 1. What's this called in English, if there is a name for it - I simply don't know.
The European Parliament election situation is this: After July 1, 2013 when Croatia is expected to accede to the EU, the 12 Euro MPs will be elected in a special election as MEPs, but no the special elections may only be held more than six months ahead of scheduled 2014 European Parliament elections. This means that the Croatian government has until mid-December 2013 to hold those elections, but the earliest date of the election depends on the day when the ratification process is complete - again, that is expected to be on 1 July 2013, but it is possible that the ratification be delayed in one of 27 existing EU member states, hence the odd formulation.
As far as town vs. municipal councils are concerned - I don't know what to say. In Croatia, municipalities and cities don't overlap, rather counties are divided into cities and municipalities, the latter consisting of anything from a small town to a collection of villages. A city is granted that status (and financial income and responsibilities) as soon as it reaches population of 10,000.
