It is likely that edits have been made from login names tied to that IP, and a checkuser could determine that. TDC has been doing this since at least early 2004, and you aren't going to be able to totally block his disruptive editing. The best recourse is to confirm as many of his socks as possible, and develop an editing profile so his future incarnations will be easier to detect. You may be unaware of the Liebman history. That guy has been creating socks steadily since he was banned two years ago. Normally when we post his socks, they get blocked. If someone wants to do a broader SPI to look for more sleepers, that's fine, but the 3 accounts still unblocked need to be blocked (one was already blocked earlier today without being questioned).
