You assume wrong - particularly in relation to bot reports, or reports posted automatically (for example, by people using Twinkle). Things that you can do include :
- checking the talk page of users to be sure that they have been given a proper, escalating, set of warnings (or a {{vand4im}} warning, for example, if the vandalism was serious enough to merit it);
- if they've been given proper warnings (the last of which should have been "if you do it again, you will be blocked", checking their contributions to see if they have vandalised after that final warning. If they haven't, then they shouldn't have been reported.
- checking their contributions to see if the vandalism is recent - if there's been no vandalism for an hour or so, then they may well have got the message.
- IPs change, so the person who got a one month block six months ago may not be the same
- People misread block logs. Frequently I see someone write a report which says "Vandalism immediately after coming off a six month block", where actually the person was blocked for 24 hours six months ago, but hadn't edited since.
It's things like that, where a bit of clarification, or a "Oi, hang on, that's not quite right" comment is welcomed from anyone, not just admins. Feel free to post pertinent comments underneath a report - the best way to do that is to indent it, and start your comment with Comment - for example, a report may say :
Gb (talk · contribs · deleted contribs · nuke contribs · logs · filter log · block user · block log) Vandalism on User:Gb after final warning given. GBT/C 13:53, 19 March 2008 (UTC)
- Comment - no final warning actually given, only a {{vand2}} warning. (followed by your sig).

- You should't remove them, as it might look a bit suspicious if a non-admin removes a report. Your note was nice and helpful, but you might like to clarify - in this instance, the final warning relates to activity in February, for which the IP was blocked for a period of time, but this is potentially a new person who has only received one warning, and that warning wasn't a "final warning". RFA Advice
As you probably know I lurk around RfA (far too much). Your first RfA ended at the very end of February, so I would counsel 12 weeks as a minimum - either the very end of May or better yet the start of June. You really need to show a minimum of three full months of substantial contributions.I know you've been here for a while but your contributions were erratic for a long time. You'll also need to be looking at an edit count (horrbile but it's reality) of 4k plus. And obviously keep on doing what you're doing in balancing project and article space edits. Keep reading current RFA's to see what the current mood is. Sorry if this isn't what you want to hear, but if you rush another Rfa with only 8 weeks more experience and another 1,000 edits it will fail and then you'll just have to wait longer still before applying again. - If you click "my preferences" you will see your server count, which includes deleted edits. At RfA most editors reply on this tool - this does not include deleted edits. Compare your edits to mine (just enter the username without the User: bit in front). I passed RfA at the very start of September '07 so that should give you an idea.
