Also please be aware of the difference between a substantial reference and a trivial mention. Leary is the ''subject'' of the Moody Blues song, the entire song is about him. Leary is ''mentioned'' (i.e. name-dropped) in The Who song. We don't list trivial mentions, there would be far too many of them and they add nothing to the article. That Leary was the ''subject'' of a song is notable and has been written about, and can thus be cited to a third-party source, meeting ''both'' criteria for an "In popular culture" entry. 1) that the reference be more than a mere mention by name and 2) that some third-party reliable source can be used to support the item.
