Jerome A. Katz is an American professor, consultant and author who specializes in the process and discipline of entrepreneurship. He is currently the Coleman Professor of Entrepreneurship at Saint Louis University in St Louis, Missouri. He is also founding director of the university’s Billiken Angels Network investment program.
Education
Katz attended Rhodes College in Memphis from 1970 to 1973, earning a BA (Honors) in psychology, political science and urban studies. He then received a Masters in psychology from the University of Memphis in 1976 before going to Harvard to study administration, planning and social policy where he received a Certificate of Advanced Study in 1977. His PhD in organizational psychology from the University of Michigan was awarded in 1981.
Career
Academia
From 1978 to 1980 Katz was a project director at the Survey Research Center, Institute for Social Research at the University of Michigan, developing program evaluation methods for the US Department of Agriculture’s 4-H clubs. From 1980 to 1987 he was an assistant professor at the University of Pennsylvania’s Wharton School of business. In 1987 Katz moved to Saint Louis University as assistant professor of business and later became an associate, then full, professor. In 1998 he received the Mary Louise Murray Endowed Professorship in management, then in 2005 took up the Coleman Chair of Entrepreneurship.[1]
Consulting
In 1973 Katz founded a company to provide consulting services to universities, public bodies and NGOs. He started this business while studying in Memphis, then sold it prior to moving to Michigan. He then set up J.A. Katz Associates, currently operating in St Louis, in 1976.
Billiken Angels Network
In 2007 Katz founded the Billiken Angels Network as part of St. Louis University’s entrepreneurship program. The network is an angel investor process which aims to pair up potential investors or advisers with startup businesses, so they can provide them with capital and expertise. In exchange investors receive equity or dividends from the business. It also runs workshops for businesses seeking funding.[2] Billiken Angels differs from most angel investors in that it also offers small investments of as low as $5,000 to businesses started by SLU students. The university itself is an active partner in the network and has allocated $1 million for investment in its projects.[3]
Katz believes that much of the post-2008 entrepreneurship boom in Missouri is fuelled by necessity, as people become self-employed or freelance as a response to losing their previous jobs.[4] He has expressed concerns that while these are counted as new businesses they are unlikely to ever hire anyone, and will be wound up if their founders can find a salaried job. He also identifies undercapitalization as a major risk for necessity-driven startups.[5]

Katz, with Richard Green, is the author of Entrepreneurial Small Business, a textbook for small business owners. He is a founding editor for the annual book series Advances in Entrepreneurship, Firm Emergence and Growth.
