Plot
Template:Spoiler James Bond is sent on a mission to rescue the CIA operative Zoe Nightshade who is held hostage by Nigel Bloch CEO of Identicon, a section of Malprave Industries, a highly successful industry. Bond saves her, but Nightshade is killed by the dangerous yet beautiful assassin for hire, Carla The Jackal, who steals a briefcase that includes vials with human blood samples of Reginald Griffin, a British diplomat of the British Embassy in Romania. Bond gets the vials back, and goes to the British Embassy, and kills Griffin, who ends up being a clone. Bond finds out that Adrian Malprave, the industrialist who owns Malprave Industries is creating clones of humans. Bond meets once again with Carla at the British Embassy after taking it over, holding plenty of hostages, including Natalya Damescu, a former scientist of Malprave who gives Bond a chip containing information on something called "Poseidon". Bond kills The Jackal by using a machine to push her into a fan, and he takes the British Embassy back into Romanian officer's hands, and M reveals that the chip's data on Poseidon leads to an oil rig located in the South China Sea He goes there, and chases Nigel Bloch to an underwater base beneath the oil rig, Poseidon. Bond busts his way through, and kills Bloch by blowing up a base, causing Bloch to fall into a molten pit. Bond finds a sub with the supposedly dead Zoe Nightshade. She said Malprave cloned her, and Carla killed the clone, and the grenade was meant for Bond. They are then taken to a British carrier in the Mediterranean sea that had been hijacked by Malprave's men. After the carrier is freed, Zoe and Bond take off in a Harrier and Bond gets dropped off at Malprave Industries in Switzerland, as Zoe waits for him. Bond finds out Malprave is trying to clone the world leaders. Bond saves them and they escape, and he encounters Malprave, and the real Bloch (Bond killed his clone). Malprave escapes, and Bond chases Bloch to the main room, and blows him out the window with a rocket launcher, killing him. Bond escapes the exploding base by leaping out the blown up window, with Malprave behind him, but it blows up with her in it. Bond landed in Zoe's jet that was flying outside the window. The top of the cockpit was open, so Bond could leap in the co-pilot seat.

Trivia
- The game was originally supposed to be a remake of the The World Is Not Enough game for the PlayStation and Nintendo 64. The idea was scrapped in favour of Agent Under Fire.
- John Cleese was originally to have lent his likeness to this game in his role as the new Q in the Bond films, and images of him were used in early promotion of the game. When the game was released, however, Cleese's likeness had been removed. The character is referred to as "R" in this game, reflecting the nickname initially given to Cleese's character in The World Is Not Enough.
- The first-person shooter game engine originated from an early drop of a heavily modified version of the Quake III engine from Ritual Entertainment used in the game Heavy Metal: F.A.K.K.². It was ported to work on the PlayStation 2 mainly by Jeff Litz, Erik Strickland, and Andrew Lacey. This engine was eventually used in the 3rd person segments of Everything or Nothing. The driving segments of the game were created at EA Canada.
- Carla the Jackal is probably a tribute to the character of Carlos the Jackal, a real assassin and the main villain of the Bourne series by Robert Ludlum.
- Instead of using a model of the Walther P99 for the P2K (as they have done in Nightfire and The World is Not Enough), the SW99 is used as the model. The SW99 is the Smith & Wesson version of the Walther P99.
