Clare Daly (born April 1968) is an Irish politician who sits as an independent Teachta Dála (TD) for the Dublin North constituency. Elected to Dáil Éireann in 2011 while a member of the Socialist Party, she served on Fingal County Council between 1999 and 2011. An Aer Lingus worker, she is a co-founder of United Left.
Electoral history
Daly was elected to Fingal County Council for the Swords area in 1999. In September 2003, she was jailed for one month, alongside Joe Higgins, for breaching a High Court order while participating in the Anti-Bin Tax Campaign. The order prevented protests leading to obstruction of the council's non-collection policy for those not paying bin charges.[1] She had previously organised a campaign in Swords opposing the introduction of a water tax in the mid-1990s. She was re-elected to Fingal County Council in 2004 and 2009, topping the poll on each occasion.
She first contested the 1997 general election, receiving 7.2% on that occasion and 8.2% at the by-election later in the year. As a member of Fingal County Council, she contested the 2002 general election. She received 5,501 votes (12.5%), narrowly missing a seat. At the 2007 general election, she received 9% of the vote. She received 15.2% of the first preference vote at the 2011 general election and was elected to Dáil Éireann.[2][3]
Daly committed to facilitating the nomination of Senator David Norris for a place on the ballot paper ahead of the 2011 presuidential election.[4] She resigned from the Socialist Party on 31 August 2012. The Socialist Party associated Daly's resignation with the claim that "she placed more value on her political connection with Independent TD Mick Wallace than on the political positions and work of the Socialist Party"; however, this statement has been contested by Daly.[5][6] She requested a share of the Socialist Party's Leaders Allowance to allow her to continue to fund her activities as an Independent TD.[7]
With Joan Collins, Daly founded United Left in April 2013.[8]
Policies
Domestic
Her bill to provide for limited access to abortion where there is “real and substantial risk to the life” of the pregnant woman, in line with the X Case, was defeated before its second reading on 19 April 2012.[9] In February 2015, her bill providing for abortion in cases of fatal foetal abnormality was debated in the Dáil.[10]
Alongside other socialist and independent TDs, Daly announced in the Dáil in December 2011 she would not register to pay the household tax being brought in as part of the latest austerity budget. Fearing that the tax could increase to as much as a four-figure sum in the future, she told Phil Hogan, the minister overseeing the tax's establishment: "You can't bring everyone to court".[11][12] When Daly did not ask her colleague and ally Mick Wallace to resign amid a controversy in June 2012, a report suggested the ULA took issue with this.[13] In 2012, legal advice was sought when it emerged that the expenses given to Daly as a TD may have been used for travel outside her constituency and journeys to the Dáil.[14] Public expenditure minister Brendan Howlin subsequently confirmed that TDs were, in fact, entitled to claim expenses for travel outside their constituencies and that Daly was guilty of no wrongdoing.[15] The Socialist Party and ULA said the story was a "manufactured controversy", part of a "vindictive smear campaign by Independent Newspapers", owned by billionaire Denis O'Brien, the truth of which was indicated by the number of sensationalist pieces run by the newspaper company.[16][17][18]
Foreign
Following the 39th G8 summit, Daly accused the Fine Gael-Labour government of showcasing the country as " a nation of pimps" while US president Barack Obama was in Ireland and criticised what she described as media and political "slobbering" over his wife Michelle and their children during their stay in Ireland. She also called Obama a hypocrite and a war criminal for speaking about peace whilst using drones to bomb foreign civilians and wanting to supply weapons to Syrian rebels, some of which are affiliated with Islamist organisations, including Al-Qaeda. Taoiseach Enda Kenny said her remarks were "disgraceful" and "beaneath you" and invoked the diaspora and victims of The Troubles in his response.[19][20][21][22] Daly's remarks were covered by the international media and Daly gave interviews explaining them.[23][24][25][26]
Personal life
Originally from Newbridge, County Kildare, Daly studied accountancy at Dublin City University.[27] She was twice elected president of the DCU Students' Union and was prominent in the students' movement campaign for abortion rights and information.[27] On leaving college she took a job in the catering section of Aer Lingus, and became SIPTU's shop steward at Dublin Airport when the airline was engaged in extensive cost-cutting and outsourcing.
Her father, Kevin Daly, was a Colonel in the Irish Army and Director of Signals. An atheist, her brother and an uncle are in the Catholic priesthood. She plays piano and violin.[27]
