Babatunde Fowler is a Nigerian public officer, tax administrator and social reformer.[1] [2][3] He was appointed the pioneer Chief Executive Officer of the Lagos State Internal Revenue Service and Executive Chairman of the Lagos State Board of Internal Revenue in 2006, and has continued as the head of the board till date.[4][5]. Fowler initiated several reforms in the tax administration in Lagos State which have since been replicated and practised in other States of Nigeria. His leadership of the government body has seen the internally generated revenue of Lagos State risen from mere N 3.6 Billion per month in January 2006 to whopping N20.5 Billion per month in 2013.[6]. He introduced e-TCC (electronic tax clearance certificate) to track down defaulters and block leakages which has been aiding to gear up the revenue base of the State. Part of his innovation in tax administration in Nigeria was the introduction of Tax Self Assesment Scheme in Lagos State.[7] Fowler has remained a vocal voice against Nigeria's over-dependence on oil revenue. The position was reiterated by him at an international conference where he warned the Federal Government of Nigeria that the "drastic drop in (oil) revenue had a negative impact on the balance in the federation account and by extension the amount accruing to the three tiers of government (in Nigeria) during the year 2009". [8]. In stimulating interest and raising awareness on tax education at an early stage in life, Fowler introduced a competition for pupils which is funded by his board in which winners are given cash awards and scholarship. [9]. Fowler was named as the Outstanding Government Personality of the Year (2014) by the organisers of the Leadership Award For African Achievers amongst other notable African leaders who were awarded in different categories of human endeavours by the event organisers.
