He earned a double degree in Economics and Business Management at Suffolk University of Massachusetts.[2] Then, he became Trading Manager for Latin America and Executive Trader for the international company ICC-OEOC. This company, with presence in USA, Europe, Latin-America, Middle East and Africa, provides the systems engineering, project management, and coordination services on all petroleum operational and service related.

Awards
In December 2013, Betancourt received the award issued by the Spanish magazine Capital for the "best technological initiative in Latin-America". The award recognized the construction of Derwick's TTC (Turbine Technology Center), which is located in an industrial area of Guácara, Carabobo State in Venezuela, measuring 10.000m2, with garages, offices and a training facility.[7]
Accusations of bribery
Betancourt has been sued in New York Federal Court under the Racketeer Influenced and Corrupt Organizations Act by a businessman named Otto Reich who alleged that Derwick Associates' executives defamed him and caused his own consulting business to suffer financial losses. Reich claimed Derwick paid bribes for every contract received from the Venezuelan government.[8][9] In a separate legal action, Thor Leonardo Halvorssen Mendoza sued Betancourt and his company, claiming Derwick paid a $50,000,000 bribe to Diosdado Cabello, Speaker of the House of the Venezuelan National Assembly.[10]
