It also had political ramifications in the United_States. President John_Quincy_Adams and Secretary_of_State Henry_Clay wanted the U.S. to attend the Congress, but, as much of Latin America had outlawed slavery, Southern politicians held up the mission by not approving funds or confirming the delegates.
