This is a category F request. Last year Drew R. Smith was caught falsifying a reference source and was nearly community sitebanned for that. A majority but not a consensus supported the siteban proposal. The community ban discussion closed with the following administrator summary:
- While many users have expressed support for an indefinite ban, no clear consensus has been achieved. Drew has been reblocked for 30 days, with the understanding that once his block expires, he will be under close scrutiny. Drew R. Smith's most recent edit occurred on 29 January 2010.[1]
The newly created account Jack "Red Hood" Napier made its first edit on 12 February 2010.[2] Today it created the article Hawaiian Alphabet[3] which is a cut and paste of an existing Citizendium article.
- The Citizendium version was written in 2009 with several authors, primarily Drew R. Smith.[4]
- The import does not comply with Citizendium's CC-by-sa 3.0 license.[5]
- Jack "Red Hood" Napier's import adds false sourcing in the form of erroneous inline citations. See details below.
The Citizendium article had no inline citations; it used a short list of references at the bottom of the page. Jack "Red Hood" Napier added inline citations that do not substantiate the text being cited, while failing to disclose that the text is a cut and paste from citizendium.

- Due to words with different meanings being spelled alike, use of the glottal stop became necessary. As early as 1823, the missionaries made limited use of the apostrophe to represent the glottal stop, but they did not make it a letter of the alphabet. In publishing the Hawaiian bible, they used the ʻokina to distinguish koʻu ('my') from kou ('your'). It wasn’t until 1864 that the ʻokina became a recognized letter of the Hawaiian alphabet.[1]
The source named in the inline citation is http://www.omniglot.com/writing/hawaiian.htm, which does not mention glottal stops or the year 1823 or the year 1864. The source doesn't substantiate the paragraph at all; it describes other things about the history of the Hawaiian language.

This is a word for word cut and paste from Citizendium with the sole exception of falsified sourcing. If Jack "Red Hood" Napier is Drew R. Smith, then both accounts should be blocked indefinitely per the community ban closure.
Other traits that connect the two accounts is that both Jack "Red Hood" Napier and Drew R. Smith share an interest in paintball.
- Jack "Red Hood" Napier (active less than one week): Soxred lists 6 edits to Talk:Paintball, 1 to Paintball, and 1 to WikiProject Paintball.[8]
- Drew R. Smith: several of the account's final edits in late January were about the subject of paintball.[9][10] and designated the location of a paintball photograph to Hawaii.[11]
For reference, two current ANI threads opened to discuss other aspects of Jack "Red Hood" Napier's behavior before the copyvio from Citizendium occurred.[12][13]
Have listed the anon IP due to a personal attack it made at the second ANI thread.[14] It's difficult to tell from a single post who the IP might be, but seems appropriate to add to this request in light of the other factors.

- Clerk endorsed -- but I'm going to engage in a little wikilawyering for good measure. The purpose of SPI is to suss out violations of the WP:SOCK policy. In this case, a violation of the sock policy would only exist if Drew R. Smith were under a restriction or ban that he might be evading by using the other account listed. It doesn't appear, though, that this is the case - a comment from a closing administrator promising close scrutiny isn't a community restriction when the same administrator concludes no consensus for one exists. Like I said, a little bit of wikilawyering, and if this is indeed Drew R. Smith violating site policy under a new account, it's certainly in the pedia's interest to find that out. - With respect and thanks for the endorsement, offering a few diffs to firm up the approval. This statement declares that the new account was created with the intention of evading the avoiding scrutiny clause of the sock policy regarding his history of falsifying sources, and when reminded that the socking policy now has a misusing a clean start clause[15] he refused to disclose his prior identity to the person he was in dispute with at two separate ANI threads.[16] He also offered to submit to a CU voluntarily before this request was filed.[17]Durova412 23:28, 18 February 2010 (UTC)
