Lieutenant General Vinod G. Khandare, PVSM, AVSM, SM is a former officer of the Indian Army. He retired from active military service on 31 January 2018 and is presently the Military Advisor to the National Security Council Secretariat of India at the Secretary level.[1] In his final active military appointent, he served as both, the Director General of the Defence Intelligence Agency[2] and the Deputy Chief of Integrated Defence Staff for Intelligence from November 2015 to January 2018.[3]
Early life and education
Born in Chhindwara, Madhya Pradesh on 6 January 1958, he is the youngest of four sons to Mr. GC Khandare and Mrs. Premlata Khandare. Since his father was an officer of the Indian Postal Service, he spent his early years living in different parts of India. This also gave him the opportunity to attend some of the noted schools in the country.
Amongst others, he was a student at The Frank Anthony Public School in Delhi, Campion School in Bhopal as well as St. Paul Higher Secondary School in Indore. He obtained his Bachelor's degree from Indore Christian College. While still enrolled there for his Master's degree, Khandare was selected to join the Officers Training Academy, Chennai in 1978.
Subsequently, he obtained his Master's degree in Defence Science from the University of Madras and his Master of Philosophy from the Devi Ahilya Vishwavidyalaya (DAVV).
Military career
Khandare was commissioned into the Indian Army on 1 September 1979 and joined the 14th battalion of the Garhwal Rifles, an Infantry Regiment, as a Second Lieutenant. He has served in varying terrains at military installations and bases across the regions of Rajasthan, Sikkim, Ladakh, Uttarakhand, Madhya Pradesh, Manipur, Nagaland, Tripura, Assam, Arunachal Pradesh and Mizoram to name a few. He also served in two overseas tenures, as a part of the UN peacekeeping mission ONUSAL in El Salvador in Central America and as the Chief Instructor of the Indian Army Training Team (IATT) in the Kingdom of Lesotho in Southern Africa. He has commanded an infantry battalion along the Line of Control during the Kargil Conflict of 1999 and 19th Infantry Division (India) in Kashmir Valley.
He commanded a Brigade with an operational role on the North-Eastern Border of India. He served in Kashmir Valley in 2010-11 as Deputy GOC of Counter Insurgency Force in North Kashmir. He has served as instructor on weapons at Infantry School Mhow and as Directing Staff at Defence Services Staff College, Wellington. His final appointment was as Director General Defence Intelligence Agency (DIA), India from 2015 to 2018.[4]
He has been a part of the UN peacekeeping mission in ONUSAL El Salvador (a Spanish speaking country) which was one of the few peace missions which achieved the end goals in acceptable timelines. He is an expert in the Spanish language.
As the Chief Instructor of the Indian Training Team (IATT) in Southern Africa in the Kingdom of Lesotho, he worked towards progress and orientation of the Lesotho Defence Force. He has been an instructor in reputed military training establishments and shaped careers of national and international officers.
