Dilgam Asgarov and Shahbaz Guliyev (Azerbaijani: Dilqəm Əsgərov, Şahbaz Quliyev) were two people taken hostage by the Armenian forces near Kalbajar, Azerbaijan around the time of the 2014 Armenian–Azerbaijani clashes. The Armenian authorities had stated that the two were prisoners of war. On 14 December, after the signing of the ceasefire agreement ending the 2020 Nagorno-Karabakh war, Armenia agreed to hand over Asgarov and Guliyev with Russia's mediation.[1]
July 2014 incident
In July 2014, Russian citizen of Azerbaijani descent, Dilgam Asgarov, and Azerbaijani citizen, Shahbaz Guliyev, were taken hostage by Armenian allied forces. Another Azerbaijani citizen, Hasan Hasanov, was shot to death while trying to visit their homeland in Kalbajar.[1] Hasanov's body was recovered by Azerbaijan forces and buried in Baku. The Armenian authorities claim the three had performed reconnaissance operations in the area after crossing the line of contact, then kidnapped and killed the 17-year old Smbat Tsakanyan after torturing him.[2]
Trial and return
On December 29, 2014, a non-legally recognized court in the Republic of Artsakh, "The Stepanakert Residence of the General Jurisdiction Court of First Instance of Nagorno Karabakh Republic", sentenced Asgarov to life in prison and Guliyev to 22 years in prison.[3][4][5][6] The main crime attributed to both was the alleged murder of Tsakanyan.[citation needed]
Both have been called to be freed pending a trail by a recognized court internationally.[7]
During the 2020 Nagorno-Karabakh war, there were reports that they were taken to Armenia. After the ceasefire agreement ending the war, as a result of negotiations with the participation of international organizations and the Russian Peacekeeping Command, Armenia and Azerbaijan agreed to exchange prisoners and hostages. Dilgam Asgarov and Shahbaz Guliyev were returned to Azerbaijan on 14 December.[1]
