Close RFC, gather evidence, contact AOL via WMF, and review
This RFC has been running for two weeks, and clearly is in a "no consensus" sort of place, and that seems unlikely to change. I suggest
- closing it now (without, obviously, considering the proposal permanently rejected), and
- focussing on the collection of evidence to show the necessity of the soft block.
- On the basis of that evidence WMF should be asked to contact AOL.
- In the very likely event that AOL will do nothing, this would also ensure getting WMF's opinion on implementing the soft block - which for an action of this magnitude is highly desirable, bordering on essential.
In addition, I suggest continuing discussion on alternatives whilst evidence collection is in progress, and setting a cut-off date (perhaps 31 March) for passing that evidence to WMF, assuming that discussion continues to support that plan. Rd232 talk 14:13, 23 February 2010 (UTC)

Hope AOL will not think Wikipedia is warring with them.
Looks like the bad editor is Canadian. There are fewer Canadians than ATT subscribers so collateral damage will be less if we block all of Canada, which I don't favor. Suomi Finland 2009 (talk) 17:57, 23 February 2010 (UTC)
Looks like Rd232's plan already has a revenge component. The conclusion has already been made but there is a plan to collect evidence. - There is no "revenge". There is a collection of evidence on how bad the problem is, leading into asking AOL to act on the basis of that evidence, and ultimately (if they don't) discussion about enacting the soft block if the evidence justifies it. A lot of the RFC discussion is about the lack of evidence showing the problem is bad enough to justify such a dramatic action. Rd232 talk 18:05, 23 February 2010 (UTC)
