This user is known for edit warring, disruptive editing and POV pushing theories of multiregional evolution as evidenced by numerous complaints at User talk:76.16.176.166 and User talk:24.15.125.234. The user seems to have decided to create an account. However it should be on the user's record that the user has been blocked previously for edit warring and sockpuppetry. Typically this user inserts highly technical, but incoherent passages that support multiregional evolution in several articles. Examples include, [2] and [3]

Clerk declined: Case history shows the past IPs were blocked for 55 hours for behavior, two months ago. We want to encourage people to get accounts. Since no violation of WP:SOCK is demonstrated, a checkuser is unnecessary. If recent behavior warrants a block, an administrator can review that independent of CU results.
